Romania has been using the national RO e-Transport system for monitoring transportation of “goods with high fiscal risk” since 2023. The monitoring will be expanded to cover all road freight import, export, and transit shipments starting from July 1, 2024. Romanian shipper and consignee must electronically register the shipments in the RO e-Transport system, which provides a 16-character UIT number for the shipment. The UIT number is required if the gross weight of shipment is 500 kg or more, or if the invoice value of shipment is 10,000 RON (approximately 2000 EUR) or more.
Starting from July 1, 2024, the customer must provide the UIT number to the carrier when placing an order. If a Romanian shipper/consignee declares that a shipment does not require a UIT number, this information must be provided in writing along with the transport order. Failure to report the UIT number for a shipment covered by the notification requirement may result in penalties and additional costs. From now on, Kuehne+Nagel will require commercial invoices and packing lists for all Romanian export shipments. If the UIT number for a shipment covered by the notification requirement and required documents are not provided, we cannot proceed with transporting the shipment.
